FLAGLER COUNTY INTER LIBRARY LOAN POLICY
A.  The Florida Library Information Network (FLIN) which sponsors the Inter library loan program is a
    subsidiary of the Florida Library Network Council (FLNC) and the State Library of Florida. The purpose
    of FLIN is to foster the free sharing of resources, information and material among members. The FlagIer
    County Public Library is a member oftfie Florida Library Information Network and the North Eastern
    Florida Library Information Network (NEFLN). Through these affiliations, we are able to meet our
    objective of providing books, photocopies and eventually other materials not available in our holdings to
    the patrons of FIagler County
    
While our participation is currently limited only to borrowing, the territory of lenders in the consortium
extends from Louisiana to Virginia. As part of our contract with FLIN, we have signed a resource-sharine
agreement with the State Library of Florida, as well as a Civil Rights Certificate, assuring full compliance
with the Civil Rights act of 1964 *
In addition, all Inter library Loan Departments of NEFLIN members must agree to comply with the
Copyright Law of the United States of America (Title 17, United States Code, as revised February 1,I 993)
Section 707 and 108.** This law governs the making of photocopies or other reproductions and prohibits
the use of such material "for any purpose other than private study, scholarship, or research. " Violation of
this law may render the user liable for copyright infringement. The Flagler County Public Library reserves
the right to refuse to accept a copy order which in its judgement would result in a violation of copyright
law.
1.   Each Library has a responsibility to provide for the needs of its patrons. The Flagler County Public
     Library has agreed that ILL will not be used to fill heavy demands for popular titles nor those currently
     on the best seller list. In addition, we are prohibited from using ILL to borrow material, which we own
     but do not circulate.
2. The Flagler County Public Library normally absorbs the cost of processing, transmitting and shipping
     ILL materials. However, ILL requests for more than 25 (twenty-five) pages of photocopied material
     may incur a fee, stipulated by the lender. This charge will be passed on to the patron upon notit"lcation
     and agreement between patron and Flagler County Public Library.
     In the case of heavier than usual demands by a patron for materials from other libraries, the individual
     is asked to prioritize and specify these requests according to need. The Flagler County Public Library,
     in turn, will make every attempt to assist the patron in meeting his/her deadlines whenever possible.
     We also agree to abide by any restrictions, such as, "for use in library only", "no photocopy", "No
     renewals" etc. Consequently, until such time as we are able to provide compatible equipment for
     audio-visual and microfilm use, we must reserve the right to deny requests where restrictions apply.
4.   Depending on the number of lending institutions available, no fewer than three attempts (involving up
     to 15 libraries) will be made to fill the patron's request(s).
5.   We can guarantee neither the delivery date, nor the actual delivery of requests to patrons.
6.   The patron will be notified of the availability of requested material as soon as it is prepared for re~ease.
7.   Tne patron will be alerted to the unavailability of requested material within 24 hours of our bein
     notified.
8.   The lending period for ILL material may be extended unless otherwise specified at the time of
     delivery. The patron should be advised of any pre-existing no renewal policy or other restrictions at
     the time of check out.
9.   A patron wishing to extend an existing borrowing 30 period is asked to notify the Flagler County Public
     Library at least three days before the date the book is due back. Every effort will be made to obtain an
     extension.
10. Overdue ILL material is currently fined at the rate of twenty-five cents (.25) per day, after a one-day
    grace period.
11. ILL materials which are lost, defaced or destroyed by a patrol will be billed the full charge, plus a
    Processing fee to the patron.
12. Any patron who loses, defaces, causes to be defaced or destroys the property of another library
    whether through accident or negligence twice during twelve (12) month period, may at the discretion
    of the Director of the Library, be denied access to ILL services.
13. All ILL materials will be packaged in their original shipping containers and returned via US mail or
    Distance Learning Library Initiative (DLLI) courier service to the original lending libraries within
    24 hours, or by the next business day.
